City Heights Monitoring Study
An air quality study was conducted in 2008 to measure levels of fine particulate matter (PM2.5) at two schools in the City Heights area of San Diego near SR-15 in response to public concerns about commercial trucking. In addition, air monitoring for carbon monoxide (CO) was conducted at Teralta Park in City Heights to determine the safety of the park deck for public use. The District compared the CO and PM2.5 levels measured in City Heights to the corresponding levels of these pollutants found elsewhere in San Diego County. The study found that, overall, the air quality is good and pollutant levels exhibit similar patterns to other locations in the region.

SANDAG: (following text from SANDAG website 6/26/2010)
As the region's planning agency for transportation, SANDAG is required to demonstrate that transportation projects that receive state and federal funding will not adversely affect the region's air quality standards.
    The Clean Air Act, which was last amended in 1990, requires the U.S. Environmental Protection Agency (EPA) to set National Ambient Air Quality Standards (NAAQS) for pollutants considered harmful to public health and the environment. The Clean Air Act defines a 'nonattainment area' as a region where air pollution levels persistently exceed the NAAQS. The EPA requires that each state containing nonattainment areas develop plans for reaching attainment. These plans are called State Implementation Plans (SIP).
    The Clean Air Act requires federally supported transportation activities to be consistent with the SIP. This requirement is referred to as transportation conformity. Conformity is to ensure that new transportation projects do not jeopardize air quality in nonattainment areas.
    Conformity also is a way to ensure that federal funding and approval are given to those transportation activities that are consistent with air quality goals. Projects cannot be approved, funded, advanced through the planning process, or implemented unless those projects meet air quality standards.
    SANDAG must demonstrate that the 2030 Regional Transportation Plan (RTP) and the 2008 Regional Transportation Improvement Program (RTIP) are in comformity with the SIP for meeting air quality standards.
    On April 15, 2004, the EPA designated the San Diego air basin as non-attainment for the new 8-Hour ozone standard. This designation took effect on June 15, 2004. The Final Transportation Conformity Rule Amendments for the New 8-hour Ozone and PM2.5 National Ambient Air Quality Standards requires that conformity of the RTP and the RTIP for nonattainment areas be determined to the 8-Hour ozone standard by June 15, 2005. The SANDAG Board made a finding of conformity of the 2030 RTP and 2004 RTIP, as amended, on April 22, 2005. The U.S. Department of Transportation (DOT) issued its conformity finding on May 20, 2005.
    On November 30, 2007, the SANDAG Board adopted the 2030 Revenue Constrained RTP: Pathways for the Future (Appendix E), the 2006 RTIP Amendment No. 9, and their air quality conformity. The U.S. DOT issued its conformity finding on December 10, 2007.
    On July 25, 2008, the SANDAG Board adopted the 2008 RTIP (see Chapter 5 and Appendices B and C). On November 17, 2008, the U.S. DOT made a finding of conformity for the 2008 RTIP and a conformity redetermination for the 2030 Regional Transportation Plan: Pathways for the Future. On January 22, 2010, the SANDAG Board adopted the 2008 RTIP Amendment No. 16 and its air quality conformity. The U.S. DOT issued its conformity finding on February 19, 2010.
